Okay, so I have the bug where when you go in, none of your fellow stormcloaks are with you in the invasion except Ulfric and Galmaar. What I did was enter setstage CWSiegeObj 255 in the console, before going to listen to Ulfric's speech pre-battle. Going in, I still had the bug symptoms going on, but I just went ahead to the room General Tulius is in and went about the normal quest routine. Sherryl is co-founder of McMillan Dubo LLP and leads the realization and insolvency group. Ok I tried that a few times back and forth. The markers for white run came back but the new jarl was pacing in front of the doors, and the old jarl was still in his armor and sitting on the throne. I haven't got a save from before the battle:( stupid I know, New comments cannot be posted.

Skyrim report to ulfric after whiterun bug

There is an equivalent quest if the Dragonborn joins the Stormcloaks. Note: You must have completed the quest Dragon Rising in the main quest before being able to complete this quest.

Deliver message to the Jarl of Whiterun[edit | edit source]

The city of Whiterun is of strategic value to both the Imperials and the Stormcloaks. After giving him the Jagged Crown, General Tullius decides that it is time the Jarl of Whiterun decided whose side he is on, and sends the Dragonborn to find out. He then instructs the Dragonborn to deliver a message to Jarl Balgruuf.

Wait for the Jarl's response[edit | edit source]

Report To Ulfric Liberation Of Skyrim Bug

Travel to Whiterun and find Jarl Balgruuf inside Dragonsreach and deliver General Tullius's message. Jarl Balgruuf will then converse with Irileth and Proventus Avenicci for a brief period of time during this time you can freely roam around Dragonsreach, and he decides to side with the Imperials in the civil war.

Deliver axe to Jarl Ulfric[edit | edit source]

He will give you his War Axe, and ask you to deliver it to Ulfric Stormcloak in the Palace of the Kings located in Windhelm, to signify that there is to be war. Ulfric Stormcloak will tell you to return to Whiterun and give Jarl Balgruuf back his axe.

Return to Whiterun and warn the Jarl[edit | edit source]

Once you return, Jarl Balgruuf will not be surprised that Ulfric Stormcloak returned the axe, he has already requested that General Tullius dispatch Legionaries to help defend Whiterun.

Report to Legate Quentin Cipius[edit | edit source]

Legate Quentin Cipius will be in Dragonsreach after this happens, you will need to report to him.

Quick Walkthrough[edit]

  1. Deliver a message to the Jarl of Whiterun.
  2. Wait for the Jarl's response.
  3. Deliver Balgruuf's axe to Jarl Ulfric.
  4. Return to Whiterun and warn Jarl Balgruuf.
  5. Report to Legate Quentin Cipius.

Detailed Walkthrough[edit]

General Tullius will hand you a note, explaining that he needs someone he can trust to deliver it and sets you the task to deliver it to the Jarl of Whiterun.

Travel to Whiterun and then to Dragonsreach, and speak to the Jarl. Give the message to the Jarl, and he will decide it is time to confront Ulfric. He will then give you a message (an axe) to deliver to Ulfric.

Now, travel to the city of Windhelm, and then to the Palace of the Kings. Ulfric tells you to return the axe back to where it came from and to expect a lot of excitement for Whiterun. Return back and talk to the Jarl, who will take back the axe and hand you back to the Legion.

Speak to Legate Quentin Cipius, and he will tell you that the Stormcloaks have arrived and it is battle time.

Notes[edit]

  • Balgruuf will not agree to read the message before Dragon Rising has been completed.
  • If you are on The World-Eater's Eyrie quest and Odahviing is still in Dragonsreach, you will not be able to deliver the message to Jarl Balgruuf.
  • If you have a bounty in Whiterun, Legate Cipius will attempt to arrest you when you report to him. It would be a good idea to clear your bounty before reporting to Legate Cipius.

Bugs[edit]

  • Progressing through Season Unending while Message to Whiterun is active is not possible, see page for Season Unending for more details and workarounds.
    • This bug is fixed by version 1.4 of the Official Skyrim Patch.
  • On your return to Dragonsreach with the axe, NPCs other than the Jarl may start dialogues with you and ask for your immediate assistance in fending off the Stormcloak attack. If you do so without speaking to Balgruuf, the journal entry 'Return to Whiterun and warn the Jarl' may never disappear.
    • You can fix this with the console command player.setobjectivecompleted cwpostwhiterunobj 1 1.
  • When Jarl Balgruuf and Proventus discuss Tullius's message, they may stop talking, leaving you unable to continue. Loading a previous save should fix this.
  • This quest may fail to even start after giving Tullius the Crown and receiving the appropriate dialogue.
    • You can fix this with the console command setstage cw03 10. However, sometimes this may fill the console with values instead of starting the quest, in which case you can restart your game and re-enter this console command and the quest will begin.

If Legat Quentin Ciprius will not talk to you when you return the axe to Whiterun, simply leave Dragonsreach and reenter.
